Architecture

Char adds a coordination layer around Bitcoin without changing Bitcoin consensus.

The loop is:

1. Operators register with BTC bonds.
2. Stake gives operators weight.
3. Operators publish signed attestations.
4. Attestations commit to payloads.
5. Char reduces domain ballots into rolls.
6. Consumers verify and apply those rolls.
